When changing DRaw weight do we have to adjust the rest afterwards?

One of my good buddies is setting up his bow, they had it set at 70lbs but he wants to back it down to about 65 lbs, do we need to move his rest and re paper tune and everything or will it still be about the same tuning wise? The arrows he had were under spine (can’t think of the arrow right now) but they should be pretty close at 65lbs.

Impacts of changing letoff percentage ?

What all is impacted by changing the letoff on a bow. If I get a new module to change a Hoyt GTX cam from 75% let-off to 65% let-off – will this change anything in addition to the holding weight? My understanding is that the additional holding weight might make the bow aim steadier – just wondering if there are any impacts to speed, total energy, etc.

Changing from a TT 19″ riser to 17″ riser

Hello all, sorry for a noob question, but what sort of changes would be involved in going from a 19" Tradtech riser to a 17" TT riser,? Apart from the obvious overall length change of 2", how would performance be affected (provided the same limbs are used; medium length longbow limbs)? And would a new bow string be required? I’m guessing yes, but I have no idea. If a new string was required, what are some good recommendations, and what length? Would the draw weight be increased slightly (also guessing yes)? I know I should really be happy with my Pinnacle II set-up, and performance-wise I am. I hate to admit, however, that I’m vain and I REALLY like the looks of the Apex riser. And the thought of a 2" shorter bow is also appealing.

Changing elite mods

So I have a new set of mods on order for my Elite Hunter with H-cams. Is there anything in particular I should know or do to change the mods when they get here? I have a bowmaster portable press but have access to a full size press if needed. Am I going to need to add or remove twists to the string or cables going down a half an inch? I think that I am going to need to do what I can to gain 1/8th to 1/4" back after the new mods are on. Do I just take ATA, brace height, and DW measurements before I take mods off and set it back to the same after?
